Public space (called "hangout" to distinguish the commodity from the terrain) is used when people are not working to meet, play, socialise, etc. Public space contributes to the happiness of your citizens, as well as to the maximum culture level that a city can have.

If people have 12 hour work days, public space will not be needed — at 12 hours, there would be no free time to enjoy the public space.
