Landwork
Landwork can be used to create valuable forests or to make barren land fertile enough for agriculture.
Landwork takes an unpredictable amount of time. For example, there is a 5% chance that a growing orchard will mature every year. This makes a 50% chance the orchard will have matured in 13 turns.
There are often two stages of landwork for each land type. To go from completely bare rock to forest, it can take two landworks to create steppe, two more to create grass, and two to create forest. For this reason, avoid building over forest or grass if there are other options.
